 The Foundation for Sustainable Energy has established cooperation with the European Copper Institute in the field of promoting the development of offshore wind energy.

Offshore wind energy in addition to providing emission-free and stable renewable supply of electricity and several tens of thousands of jobs is also stimulating demand for raw materials. Around 6 thousand tons of copper is needed mainly in cables, machines, lightning protection and power electronics to build a 1 GW-capacity offshore wind farm, which means an additional benefit for the Polish mining and smelting companies as well as copper fabricators. The Polish company KGHM in 2016 was the sixth largest producer of copper in the world.

We will talk about the role of copper in the development of offshore wind energy at the Baltic Industry Energy Forum – BEIF.  European Copper Institute is a partner of the event.

According to the latest analyzes of offshore wind energy market potential in Poland, conducted by FNEZ as part of a program “Baltic energy for Poland 2025”, Poland has a unique opportunity to implement an ambitious plan to install 8 GW in offshore wind farms. In conjunction with a parallel development of gas power sources at a level of approximately 4 GW and the construction of a transnational offshore grid interconnections with a capacity of 2-3 GW, offshore energy can play a key role in ensuring energy security for Poland in the years 2025-2035.

Offshore energy also means a great economic impulse for the Polish industry. For many years, Polish companies have been providing components for the offshore energy industry. They specialize in production of foundations, towers and steel structures, marine cables and transformer stations as well as vessels for the construction and servicing of offshore farms.

According to analysis performed by FNEZ, after 2020 offshore energy may become one of the key pillars of the Polish economy. Polish maritime industry could provide up to 60-70 percent share of the supply chain for OWF. However, in order to use the Baltic Sea energy potential and create a competitive offshore sector in Poland it is necessary to create a stable legal and market conditions that will be incentivize investments – emphasized Maciej Stryjecki, the President of the Management Board in FNEZ.

Results of the offshore wind energy potential analysis are included in the updated FNEZ’s “Polish offshore wind energy and maritime industry development programme”. Currently FNEZ is working on scenarios for energy sector including development of gas and offshore wind generation as well as gas and electricity transmission grids. The results will be consulted during the Baltic Energy Industry Forum in Warsaw on February 28 – March 1, 2018.

Increased capacity of cross-border connections between EU member states is one of the priorities set by the European
Commission. Offshore grids are planned on both the North Sea and the Baltic Sea with the aim to integrate power markets,
increase energy security and also to optimise the cost of development of the offshore wind sector.

Poland is part of the „Baltic Integrid” project, the objective of which is to develop an initial design of the cross-border offshore
grid on the Baltic Sea.

• What conditions would have to be met to make this Baltic grid reality?
• Will a connection point to the grid for offshore wind farms be located on Polish waters?
• Will cross-border offshore grids lower the connecting and balancing costs for offshore wind farms?
• Will there be offshore energy storage facilities?

The current Polish Energy Policy 2030 envisages „creating conditions facilitating investment decisions about building offshore
wind farms”. It has been 7 years already since its adoption by the Polish goverment.
Has this objective been achieved? When can we expect a decision to invest in the construction of the first Polish offshore wind farm?

The “Development of coastal areas” Offshore Conference, organised in Słupsk on 22-23 September 2014 is the most important economic, political and industry event dedicated to offshore wind energy in Poland in 2014.

The Conference is a continuation of the previous editions of the following events:

• The Ist and IInd Offshore Conference&Exhibition, organised in 2012 and 2013 in Sopot by Polish Wind Energy Association, and
• The Ist “Offshore wind energy: the flywheel of industry and coastal areas development” Conference organised in 2013 in Słupsk by Foundation for Sustainable Energy.

The combination of competence, experience and expert knowledge of PWEA and FNEZ meets the expectations of the offshore industry towards industry organisations concerning a joint and effective action to establish conditions for the development of offshore wind energy in Poland.

A policy aimed at the development of offshore wind energy in the Polish maritime areas and the establishment of a strong supply, logistical and service base using the potential of the Polish maritime industry is conducted in Poland for 6 years. Provisions of the Energy Policy, the National Renewable Energy Action Plan as well as subsequent legal solutions step by step establish the conditions for the development of the first wind farms in the Polish Exclusive Economic Zone.

The most important challenges the relevant authorities face today include the adoption of system solutions constituting the basis for the implementation of the first investments while ensuring a link between the support scheme for offshore wind farms and mechanisms bringing benefits for the Polish economy, in particular in coastal areas. The most important task for the investors and developers is to prepare the first projects, whereas for the offshore industry – to establish a national supply chain and logistical and service base for cost-efficient construction of such projects.

During the Conference, together with representatives of the government, the Parliament, self-governmental authorities, the national and foreign offshore industry as well as many experts we will attempt to answer, among others, the following questions:

• How to organise the Polish offshore wind energy industry to ensure its cost-reasonable development with maximum economic benefits, in particular for the coastal areas?
• When the first offshore wind farms will be built in Polish maritime areas?
• What investments will be made in the Polish maritime industry and ports and when?
• What system and organisational solutions will be implemented soon to ensure proper conditions for the construction of the first projects?
• What foreign experience we may use in Poland to minimise risk and investment costs and to optimise benefits?
