    This White Paper contains policy recommendations for national-level policy makers in the Baltic Sea Region (BSR) to stimulate, support and promote community energy (CE) projects.

    Recommendations have been prepared during implementation and as one of the main outputs of the Co2mmunity project. The first part of the document provides a brief and clear overview of the definition of community energy. The second part focuses mainly on the existing policy framework for community energy and lists the main barriers and drivers that are currently affecting the development of community energy in the BSR.

    The final chapter provides policy recommendations to alleviate existing barriers and to make the policy framework more favourable to community energy projects. These suggestions have been developed over the course of almost three years during the Co2mmunity project.

    Meeting within the R.EN.CO.P. Working Group activities | the RES Council, the Polish Confederation Lewiatan

    On 18th of December 2019, representatives of FNEZ, as a part of the R.EN.CO.P. Working Group activities, took part in a meeting of the RES Council functioning within the Polish Confederation Lewiatan. Its objective is to develop and promote recommendations for legislative and structural changes enabling the development of renewable energy sources in Poland. In its statements, the Council is guided by the overriding interest, i.e. the development of the energy market in Poland in an effective and sustainable manner in the interest of both energy producers and consumers.

      During the meeting, the assumptions and objectives of the Co2mmunity project conducted by FNEZ were presented. The participants of the meeting were acquainted also with the structure of the Handbook for Renewable Community Energy. It is assumed that the document will contain an analysis of national conditions, good practices and guidelines for initiating and conducting community energy projects in Poland. The document will be sent to the members of the RES Council for consultation.


    Further meetings of the RES Council are planned, where other issues concerning the activities of the Co2mmunity project, including the R.EN.CO.P Working Group, will be discussed.

    36.6 billion PLN for distributed energy until 2028

    By 2028, distributed energy will receive PLN 36.3 billion of support from the budget of the National Fund for Environmental Protection and Water Management – said Minister of Energy Krzysztof Tchórzewski, during the press conference.

    According to the Minister, this support will be dedicated to largely for the needs of building units with an installed electric capacity of up to 50 MW.
    Under the Energia Plus program, entrepreneurs may apply for loans for the development of renewable energy sources. The budget of the program is PLN 4 billion, and the maximum amount of aid reaches PLN 300 million.


    The pilot District Heating Program will also be launched. Its budget is PLN 500 million, and the program is addressed to heat suppliers with at least 70% participation of local governments.

    The aim of the programs is to improve air quality in Poland and the development of renewable energy sources.

    Prosumer package for small and medium-sized enterprises

    The government adopted on Tuesday the so-called prosumer package, included in the draft amendment to the Act on Renewable Energy Sources. The package extends prosumer status to small and medium companies.


    The adoption of the prosumer package by the government is another step on the way to increasing the role of community energy  in the Polish energy sector.

    Łódź Klaster Fala Energii – another initiative of community energy in Poland

    Veolia Energia Łódź together with Aqua Park Łódź, Technical University of Łódź and the Mineral and Energy Economy Research Institute of the Polish Academy of Sciences signed up on 17 July 2019 an agreement on the establishment of the Łódź Klaster Fala Energii.

    The main goal is to ensure energy security, improve the environment and economy. Close cooperation of the members will ensure the development of the renewable energy (geothermal energy, photovoltaics, cogeneration) and increase of the efficient energy use. 

    The energy cluster is a part of the R.EN.CO.P initiative launched under the Co2mmunity project, which in Poland has an expert character and functions as an open working group to create a favorable environment for the dynamic development of community energy – mainly in the form of local energy markets, i.e. energy clusters.

    Offshore wind capacity reached 18,5 GW in 2018

    WindEurope has published a summary report for 2018 about offshore wind sector in Europe.
    It is available on the WindEurope website.

    Key information:

    • 2.6 GW was installed in Europe in 2018 – it is 18% increase in power,
    • 651 MW was installed in the North Sea, 395 MW in the Irish Sea, 387 MW in the Baltic Sea and 229 MW in the Atlantic Ocean,
    • 15 new offshore wind farm projects were launched,
    • there are 4543 turbines in Europe operating on 105 offshore wind farms in 11 countries,
    • the United Kingdom and Germany remain the leaders,
    • the average power of installed turbines is 6.8 MW, and the largest turbin with a capacity of 8.8 MW was installed in the British project.

    The report also refers to the Polish plan for the development of offshore wind farms – 10 GW until 2040.

    About RENCOP and a role of social dialogue – FNEZ’s presentation during conference in Małopolska

    FNEZ as an expert participated in the scientific conference about modern energy solutions in rural areas in Wierzchosławice (October 18, 2018).

    The lecture was dedicated to a role of a social dialogue in the light of the development of local energy projects and the Co2mmunity project, which aims to foster development of community energy projects. During the conference participants learnt about about principles of effective social dialogue, good communication practices and the objectives of the RENCOP partnership. The participants were invited to actively join and work together for the development of civic energy in Poland.

    FNEZ on behalf of Baltic InteGrid consortium submitted Recommendations to the ENTSO-E’ Ten Year Network Development Plan 2018

    The Recommendations were submitted within the consultation stage of the ENTSO-E’ Ten Year Network Development Plan 2018 and are based on the findings from the Baltic InteGrid project.

    The document condenses in one place the full knowledge and analytical results developed within the project and in particular:

    • The report “Towards a Baltic Offshore Grid: connecting electricity markets through offshore wind farms” – PreFeasibility Studies report for Polish-Swedish-Lithuanian and German-Swedish-Danish interconnectors integrated with offshore wind farms,
    • Findings from the conference “Offshore Grid and Offshore Wind Energy in the Baltic Sea – Opportunity for Integrating Energy Markets” which was held in Warsaw on the 7th of June 2018.

    The Recommendations were developed under the Baltic InteGrid project, co-financed from EU funds under the INTERREG Baltic Sea Region 2014–2020 program, whose goal is to explore the potential of an electricity grid in the Baltic Sea integrated with offshore wind farms. It aims at contributing to a sustainable electricity generation, the further integration of regional electricity markets, and to enhance the security of supply around the Baltic Sea.

    The following recommendations were submitted, which are further elaborated in the document:

    • Recommendation 1 – Transmission projects with status “under consideration” should be analysed in view of potential integration with OWFs
    • Recommendation 2 – Include a Polish-Swedish-Lithuanian interconnection integrated with planned OWFs as a project candidate to the next TYNDP 2020
    • Recommendation 3 – Hansa PowerBridge II should be considered in terms of integrating offshore wind farms in the German, Swedish and Danish waters               
    • Recommendation 4 – Scenario assumptions in terms of OWE development in the Baltic Sea should be revised following the market trends and opening of new markets
    • Recommendation 5 – Communication between stakeholders should be facilitated, active role of ENTSO E and TSOs is crucial
    • Recommendation 6 – Include “Project 170 – Baltics synchro with CE” in the Regional Insight Report “Focus on the Nordic and Baltic Sea”

    Towards a Baltic Offshore Grid – read the report!

    The report  “Towards a Baltic Offshore Grid: Connecting electricity markets through offshore wind farms is finally out! If you want to know more about opportunities for offshore wind and interconnectors in the South Baltic you definitely have to read it.

    It summarises the results of extensive PreFeasibility Studies performed for 2 cases – an electrical connection between Poland, Sweden and Lithuania integrated with planned offshore wind farms in these countries and an analogical connection between Sweden, Germany.


    The results include analysis of technical, spatial and environmental conditions as well as cost-benefit analysis of zero, partial and maximum integration of offshore wind farms with interconnectors.

    The report was developed within the Baltic InteGrid project (www.baltic-integrid.eu) co-financed through the INTERREG Programme for the Baltic Sea Region in the financial perspective 2014-2020.

    Foundation for Sustainable Energy was task lead and cooperated with 13 partners from all EU countries in the Baltic Sea Region.

    RENCOP kick-off meeting

    On 6 of September 2018, in Warsaw, the kick-off meeting of the RENCOP partnership was held as part of the Co2mmunity project co-financed from the INTERREG Baltic Sea Region 2014-2020 program.

    Summary of the meeting is available only in Polish.

    It was an opportunity to hear inspiriting stories of energy clusters and join discussion with experts on future of the community energy market in Poland. Next meetings will be divided into various topics such as: legislation, financing, public acceptance, presence in the power system and more.

    OWF Beatrice generated first electricity

    The offshore wind farm (IMF) Beatrice Offshore, built off the coast of Scotland, has started producing electricity after successful installation of the first 7 MW wind turbines. The 588MW project will comprise 84 wind turbines and will be capable of powering some 450,000 households, once operational in 2019.

    Summary of the conference Baltic InteGrid

    On 7 June 2018 in Warsaw the conference “Offshore Grid and Offshore Wind Energy in the Baltic Sea – Opportunity for Integrating Energy Markets” was held. Its participants debated on the future development of offshore power grids in the Baltic Sea. The discussion was based on the results of a pre-feasibility study for two cross-border interconnections: Poland-Sweden-Lithuania and Germany-Sweden integrated with offshore wind farms.

    The main conclusion of the conference is that the integrated offshore grid development, with OWE parks as major drivers and connection points of such a grid in the Baltic Sea region, should be rather understood as a gradual, evolutionary process. However, a road map is needed to shed light on the way to possible future scenarios, not as a definite master plan but rather a guiding vision for a meshed offshore grid. Furthermore, the process needs to be flanked and fueled by developments in a number of diverse fields such as appropriate regulatory measurestechnological advancements, coordination mechanisms as well as a policy framework and legal environment that fosters investment in this direction. This proves that the Baltic InteGrid project with its multidisciplinary approach has been on the right track and that this is only the beginning of the debate on integrated offshore grid development in this region.

    On June 7 in Warsaw, the Baltic InteGrid project partners met with representatives of international sector of offshore wind energy at the Offshore Grid and Offshore Wind Energy in the Baltic Sea conference – Opportunity for Integrating Energy Markets. Together with 80 participants we discussed the future of the development of the offshore grid in the Baltic Sea based on the results of a feasibility study for two cross-border connections: Poland-Sweden-Lithuania and Germany-Sweden integrated with offshore wind farms. The Baltic InteGrid conference was co-financed from the INTERREG Baltic Sea Region program.

    REN21: 70% additions to global power is RES energy

    Renewables 2018 Global Status Report (GSR) – REN21 published an annual report on statistics on renewable energy sources (RES) in the world. According to the data, last year was record-breaking in terms of RES expansion. 70% of new production capacities completed last year were renewable sources.

    Renewable power generation capacity saw its largest annual increase ever with an estimated 178 gigawatts added globally: 100 GW in PV and 52 GW in wind energy. 75% of global investments were in China, UE and USA. 

    Despite of growing renewable energy capacity, last year global energy-related carbon dioxide emissions rose 1.4%. The increase in carbon emissions was the result of robust global economic growth, lower fossil fuel prices and weaker energy efficiency efforts.

    Polenergia and Statoil with signed agreement

    Polenergia S.A. signed an agreement with Statoil to dispose of 50% of shares of offshore wind farms projects Polenergia Bałtyk II and Polenergia Bałtyk III with a total capacity of 1 200 MW. On May 22, 2018, ownership of shares went to Statoil Holding Netherlands. In addition, Polenergia concluded agreements with the Statoil New Energy Service Center for the development and implementation of offshore wind farm projects in the Baltic Sea.

    The value of the shares is PLN 94.3 million increased by EUR 5 million payable in installments until September 30, 2019.

    New signatories joined the Memorandum of the Polish Offshore Energy Sector

    Foundation for Sustainable Energy together with entities from the maritime industry, offshore energy, wind energy, steel industry and manufacturers of offshore constructions, ships and cables established a Memorandum of the Polish Offshore Energy Sector (Porozumienie Polskiego Przemysłu Energetyki Morskiej – PPPEM). Last days new signatories have joined the PPPEM: Kisielewski Sp. z o.o. oraz Technologiczny Klaster Odlewniczy Modern Cast Sp. z o.o., Makromor Sp. z o.o., Baltic Diving Solutions Sp. z o.o.

    The PPPEM involves 45 entities that see the development of offshore energy investments, especially offshore wind energy, as an opportunity for creating an innovative, competitive and powerful Polish industry.

    Polish maritime industry has a potential to ensure the supply of components for offshore wind farms and power grids, but also delivery, assembly, construction, service and maintenance throughout the entire preparation and operation phase of offshore wind farms or gas pipelines. What’s more, implementation of offshore energy projects entails an increase in demand for steel, concrete and copper, and this also contributes to the growth of the Polish metallurgical and cement industry, and consequently increases the demand for coal.

    The aim of the PPPEM is to cooperate and support the governmental and regional authorities in the area of:

    • development of innovative products and services of the Polish offshore industry,
    • increasing the competitiveness of Polish companies on the domestic and European market,
    • development of offshore energy in Poland, based on supply of components and services from national industry,
    • engaging Polish supply chain in the development and maintenance of energy investments in Polish maritime areas,
    • creating a complete local supply chain for the implementation of the first offshore wind farm projects in Poland,
    • development of the national research and education sector in the area of energy and maritime industry.

    Co2mmunity: best practise trip in Denmark and Germany

    Last week (14-16 March) the first meeting took place in the Co2mmunity project, co-financed from the INTERREG Baltic Sea Region program.

    Invited by project partners: Municipality of Middelfart (Denmark) and Heinrich-Böll Foundation Schleswig-Holstein (Germany), partners visited examples of community energy projects in Denmark and Germany. It was a great opportunity to meet with practitioners and learn from them. The lessons learnt will be certainly translate into the implementation of goals and tasks in our project.

    The aim of the Co2mmunity project is to foster development of community energy (CE) projects based on renewable energy sources by:

    • increasing the importance of community energy and cooperative energy projects in the plans and strategies of the countries in the Baltic Sea region
    • strengthening the concept of cooperative energy projects in local communities
    • including the concept of energy cooperative and energy cluster in national, regional and local energy strategies
    • establishing international cooperation in the area of exchange of expert knowledge, integration of stakeholders and support in running community energy projects,
    • promotion of community energy, social mobilization and education
    • setting up “RENCOP” – renewable energy cooperative partnerships – that initiates and support community energy projects in the Baltic Sea region.

    BEIF 2018: Polish government with a support for offshore wind energy

    Mr. Grzegorz Witkowski Undersecretary of State in the Ministry of Maritime Economy and Inland Navigation in the letter to the participants of the Baltic Energy Industry Forum (BEIF 2018) expressed support for the development of offshore wind energy in Poland.

    The Government supports the development of offshore wind energy because this industry will be one of the flywheels for the reconstruction of the Polish marine economy, based on a solid, fair foundations and strengthening its position for many years to come.”  – wrote Mr. Witkowski.

    In just 2 days at the Baltic Energy Industry Forum, we will discuss about offshore energy investments that will guarantee Poland’s energy security in the coming decades!

    FNEZ has established cooperation with European Copper Institute

     The Foundation for Sustainable Energy has established cooperation with the European Copper Institute in the field of promoting the development of offshore wind energy.

    Offshore wind energy in addition to providing emission-free and stable renewable supply of electricity and several tens of thousands of jobs is also stimulating demand for raw materials. Around 6 thousand tons of copper is needed mainly in cables, machines, lightning protection and power electronics to build a 1 GW-capacity offshore wind farm, which means an additional benefit for the Polish mining and smelting companies as well as copper fabricators. The Polish company KGHM in 2016 was the sixth largest producer of copper in the world.


    We will talk about the role of copper in the development of offshore wind energy at the Baltic Industry Energy Forum – BEIF.  European Copper Institute is a partner of the event.

    8 GW in 2035 – as a real scenario for offshore wind energy in Poland

    By the end of 2030, 4 GW of offshore wind farms (OWF) may be built in the Polish part of the Baltic Sea, and by the end of 2035 the capacity may reach  8 GW. According to the Foundation for Sustainable Energy (FNEZ), the potential of the OWF in Poland could reach 30-36 TWh of energy per year.

    According to the latest analyzes of offshore wind energy market potential in Poland, conducted by FNEZ as part of a program “Baltic energy for Poland 2025”, Poland has a unique opportunity to implement an ambitious plan to install 8 GW in offshore wind farms. In conjunction with a parallel development of gas power sources at a level of approximately 4 GW and the construction of a transnational offshore grid interconnections with a capacity of 2-3 GW, offshore energy can play a key role in ensuring energy security for Poland in the years 2025-2035.


    Offshore energy also means a great economic impulse for the Polish industry. For many years, Polish companies have been providing components for the offshore energy industry. They specialize in production of foundations, towers and steel structures, marine cables and transformer stations as well as vessels for the construction and servicing of offshore farms.


    According to analysis performed by FNEZ, after 2020 offshore energy may become one of the key pillars of the Polish economy. Polish maritime industry could provide up to 60-70 percent share of the supply chain for OWF. However, in order to use the Baltic Sea energy potential and create a competitive offshore sector in Poland it is necessary to create a stable legal and market conditions that will be incentivize investments – emphasized Maciej Stryjecki, the President of the Management Board in FNEZ.


    Results of the offshore wind energy potential analysis are included in the updated FNEZ’s “Polish offshore wind energy and maritime industry development programme”. Currently FNEZ is working on scenarios for energy sector including development of gas and offshore wind generation as well as gas and electricity transmission grids. The results will be consulted during the Baltic Energy Industry Forum in Warsaw on February 28 – March 1, 2018.

    Project Co2mmunity kick-off meeting

    On November 16-17th, the kick-off meeting of the Co2mmunity project took place. The project is financed from INTERREG Baltic Sea Region.

    At the invitation of the project leader Kiel University, the project consortium jointed to discuss about project’s actives in order to design the most effective plan of the project. The initial phase of the project plays a key role and influences the final success of the project because in this time project partners will take efforts in order to initiate and start RENCOPS – RENEWABLE ENERGY COOPERATIVE PARTNERSHIP as a main aim of the project.

    In Poland RENCOP will be an open working group that integrates citizens, stakeholders, members of energy cluster and energy cooperatives initiatives and projects, as well as experts, in order to in close cooperation to identify CE local development potential, tools that will support the development of energy clusters and cooperatives but also barriers and factors slowing their development. The result of the RENCOP in Poland will strengthen the concept of functioning and development of energy clusters and energy cooperatives and foster development of renewable energy projects carried out by citizens.     FNEZ cooperates in the Memorandum of the Polish Offshore Energy Sector

    Polish maritime industry has a potential to ensure the supply of components for offshore wind farms and power grids, but also delivery, assembly, construction, service and maintenance throughout the entire preparation and operation phase of offshore wind farms or gas pipelines. What’s more, implementation of offshore energy projects entails an increase in demand for steel, concrete and copper, and this also contributes to the growth of the Polish metallurgical and cement industry, and consequently increases the demand for coal.

    The aim of the PPPEM is to cooperate and support the governmental and regional authorities in the area of:

    • development of innovative products and services of the Polish offshore industry,
    • increasing the competitiveness of Polish companies on the domestic and European market,
    • development of offshore energy in Poland, based on supply of components and services from national industry,
    • engaging Polish supply chain in the development and maintenance of energy investments in Polish maritime areas,
    • creating a complete local supply chain for the implementation of the first offshore wind farm projects in Poland,
    • development of the national research and education sector in the area of energy and maritime industry.

    Baltic InteGrid – First Results Conference

    Foundation for Sustainable Energy (FNEZ) together with project partners is honored to invite you to the first results conference “Towards a Meshed Grid: Offshore Wind Energy and Interconnectors in the Baltic Sea Region” in Riga (Lativa) on 16 May 2017.

    The conference will address the state and outlook of offshore wind energy development as well as further electricity market integration in the Baltic Sea region, and is organised by the EUSBSR Flagship project Baltic InteGrid (Integrated Baltic Offshore Wind Electricty Grid Development).

    Second offshore wind farm project with environmental decision

    SMDI Advisory Group has obtained another environmental decision for offshore wind farm for Polenergia Group, thus becoming the undisputed leader in location and environmental decisions for offshore energy investments. “Polenergia Baltyk II” is the second offshore wind farm in Poland, next to “Polenergia Baltyk III”, for which SMDI Advisory Group obtained environmental decision. Total capacity of offshore projects developed by Polenergia reaches 1,2 GW, nevertheless  the environmental decisions for these projects allow for construction of 2,4 GW.

    In order to obtain environmental decision, SMDI Advisory Group organized and managed entire environmental research and analysis program lasting one and a half year and involving over 100 national and international experts. Process of environmental impact assessment, preparation of documentation and consultation with proper authorities were conducted by experts from SMDI Advisory Group. The Foundation for Sustainable Energy carried out a wide-ranging communication and social dialogue campaign that enabled local society and all interested parties to be acquainted with the projects and their forecasted impact on the environment. All comments were analyzed in detail and many of the propositions are reflected in the final shape of the project.

    Polenergia’s offshore wind farms will be put into operation in 2021-2022 (OWF PBIII) and 2025-2026 (OWF PBII) and will significantly contribute to the achievement of Polish climate policy goals in the perspective of 2030.

    „Offshore grids – cost optimization, safety and stability of energy supply” 27-28.02.2017

    Increased capacity of cross-border connections between EU member states is one of the priorities set by the European
    Commission. Offshore grids are planned on both the North Sea and the Baltic Sea with the aim to integrate power markets,
    increase energy security and also to optimise the cost of development of the offshore wind sector.


    Poland is part of the „Baltic Integrid” project, the objective of which is to develop an initial design of the cross-border offshore
    grid on the Baltic Sea.

    • What conditions would have to be met to make this Baltic grid reality?
    • Will a connection point to the grid for offshore wind farms be located on Polish waters?
    • Will cross-border offshore grids lower the connecting and balancing costs for offshore wind farms?
    • Will there be offshore energy storage facilities?

    within the Baltic InteGrid Project
    Warsaw, 28th February, 2017

    Foundation for Sustainable Energy (FNEZ) will organize first seminar of the thematic working group environment and society within the Baltic InteGrid project financing from INTERREG Baltic Sea Region 2014 – 2020. The seminar, apart from project partners and associated organizations, will be dedicated for representatives of maritime administration, regional and national environmental authorities, investors, experts and other stakeholders interested in environment and social issues related to offshore energy investments.

    The aim of the thematic working group is to discuss impacts of offshore grid infrastructure on the environment, other sea users and society. Together we will attempt to identify most important impacts of the offshore grid concept on the Baltic Sea and tools and technics for successful communication and mitigation of conflicts.


    The conclusions of the Thematic Working Group seminar will be used in the development of the “Impact mitigation strategy of the Baltic Offshore Grid” which is one of the outputs of the Project and which will be incorporated in the Baltic Offshore Grid concept.

    First success of the Baltic InteGrid project

    The Baltic InteGrid project – Integrated Baltic offshore wind electricity grid development funded under the INTERREG Baltic Sea Region in 2014-2020 has been approved as the Flagship Project of the EU Strategy for the Baltic Sea Region.

    The Ministry of Economics of the Republic of Latvia, acting as the Policy Area Coordinator for the Policy Area Energy (PA Energy) of the EU Strategy for the Baltic Sea Region (EUSBSR),has announced that the Baltic InteGrid project has been accepted as a Flagship Project under the Energy Policy Area by the BEMIP initiative, DG REGIO, and the national coordinators. The project has been added to the Action Plan for the Baltic Energy Market Interconnection Plan initiative (BEMIP Action Plan).


    The main objective of the project is to develop a concept of the Baltic Offshore Grid integrated with planned offshore wind farms. It will be based on a detail analysis of spatial, market, political, regulatory, social, environmental and technical conditions.


    The overall objective of the Baltic InteGrid is to contribute to sustainable indigenous electricity generation, further integration of electricity markets, and security of supply in the BSR by applying the meshed grid approach to optimize the potential and efficiency of OWE. To this end, during the project lifetime, 14 project partners from all 8 EU Member States from the BSR (Poland, Germany, Denmark, Sweden, Finland, Lithuania, Latvia, Estonia) will work in close cooperation with key stakeholders towards delivering project’s main outputs:

    The project will connect relevant BSR wide stakeholders (transmission system operators (TSOs), OWE industry, policymakers, national authorities, academia). They will debate and exchange their knowledge with a view to optimize transnational coordination of OWE infrastructure. Additionally, the project’s innovative research efforts will equip stakeholders with a deep  insight on the framework conditions for the optimal development of a regional meshed grid.

    All project activities and outputs will bring forward plans for a coordinated Baltic Sea offshore grid and thus significantly reduce one of the most important bottlenecks for the development of renewable energy sources (RES) in the BSR.


    FNEZ activities in the project Baltic InteGrid:

    • identification of a list of potential impacts of the Baltic Offshore Grid on environment and society,
    • identification of the impact reduction and mitigation pathways for each BSR,
    • elaboration of the „Impact mitigation strategy of the Baltic Offshore Grid”,
    • elaboration of the prefeasibility study for the case study – interconnection between Poland-Sweden,
    • participation in the Project activities:
      • coordination and leadership in activities in the project,
      • analytical and organizational works for the needs of the establishment of the the Baltic Offshore Grid Forum,
      • participation in activities of thematic working groups,
      • preparation in country workshops with the key stakeholders,
      • elaboration of the recommendation to the Ten Years Network Development Plan.

    2nd partner meeting of the Baltic InteGrid

    On June 20th-21st, the second partner meeting of the Baltic InteGrid („Integrated Baltic Offshore Wind Electricity Grid Development” funded under the INTERREG Baltic Sea Region in 2014-2020) took place in Roskilde, Denmark.

    At the invitation of the Technical University of Demark (DTU) and Institute for Climate Protection, Energy and Mobility (IKEM), the Foundation for Sustainable Energy (FNEZ) participated in the project works related to the elaboration of a concept for the integration of the offshore infrastructure on the Baltic Sea. During the meeting all partners presented their achievements and current results of the project. Since the first partner meeting in Berlin, the project activities have done a great progress. Thanks to the involvement of all partners, the first drafts of the condition analysis of the Baltic Sea Grid has been elaborated.


    FNEZ and all partners still face many challenges, but there are many indications that the project’s future results will  bring benefits to the Polish economy as well as energy sector. The next partner meeting and first experts meeting in working group will be held in October.

    Project Baltic InteGrid – kick off meeting

    On March 21st-22nd, a first partner meeting of the Baltic InteGrid („Integrated Baltic Offshore Wind Electricity Grid Development” funded under the INTERREG Baltic Sea Region in 2014-2020 took place. This was organized together with a kick-off conference of the project. At the invitation of the project leader – Institute for Climate Protection, Energy and Mobility (IKEM), the Foundation for Sustainable Energy (FNEZ) participated in the meetings joining them together with 13 project partners and associated organisations.
    The main objective of the project Baltic InteGrid is to develop a concept of the Baltic Offshore Grid integrated with planned offshore wind farms. It will be based on a detail analysis of spatial, market, political, regulatory, social, environmental, and technical conditions. The FNEZ as being a second project partner is, inter alia, responsible for: identyfing a list of a potential impacts of the Baltic Offshore Grid on environment and society, elaborating  the „Impact mitigation strategy of the Baltic Offshore Grid,” and preparing the prefeasibility study for the case study – interconnection between Poland-Sweden. During meetings partners discussed the plan of works for the next 3 years.  Particular emphasis was placed on the next 6 months. The initial phase of the project plays a key role and influences the final success of the project. That is why it is very important to develop the organizational, administrative and substantive issues at the very beginning of the project. In the following period all partners will work in close cooperation with associated organizations to recognize the market and stakeholders as well as to collect materials to establish and work in the Baltic Offshore Grid Forum (BOGF). Following representatives of partners and  experts from offshore sector took part in the kick-off conference:

    Offshore wind farms in the low-carbon economy

    The Foundation for Sustainable Energy (FNEZ) has submitted comments to the Environmental Impact Assessment of the National Programme for the Development of Low-Emission Economy.

    FNEZ’s comments referred to the indicated in the mentioned document, potential impact on environment and society caused by investments in the offshore wind farms. They cover:

    • biodiversity, including plants and animals,
    • protected areas, including Natura 2000,
    • water (quality and resources),
    • landscape.

    FNEZ underlined the importance of involving an individual approach to the offshore projects in wind energy, researches, analysis, and environment impact assessments. These will lead to the right identification of potential negative impacts as well as can  minimize impact on the biodiversity, water quality, Natura 2000, underwater architectural monuments, health, and quality of life.

    Energy goes green: FNEZ’s comments to the proposal of the directive on the development of renewable energy sources for 2020 – 2030 (RED II)

    The Foundation for Sustainable Energy (FNEZ) has submitted comments to the European Commission’s proposal of the directive on the development of Renewable Energy Sources for 2020 – 2030 (RED II).

    The consultation included issues concerning:

    • shape of the management system, monitoring progress of achieving the objectives of renewable energy sources at the national and the EU level,
    • development of prosument energy sector,
    • usage of the potential of district heating, energy efficiency, and a change in the heating and cooling sector,
    • market design,
    • usage of alternative renewable fuels in the transport sector.

    Let us plan the use of an energy potential of Polish sea – FNEZ’s amendments to a draft version of a regulation on the required scope of the spatial development plans of internal waters, territorial sea, and exclusive economic zone

    The Foundation for Sustainable Energy (FNEZ) has submitted amendments to the Minister of Maritime Economy and Inland Waterways and the Minister of Development’s draft version of a regulation on the required scope of the spatial development plans of internal waters, territorial sea, and exclusive economic zone.

    In FNEZ’s opinion the document may be an important step towards the implementation of plans of the Polish internal waters, territorial sea, and exclusive economic zone. To make this happen, it is necessary to amend it in a way that will enable usage of the energy potential of Polish marine areas.

    FNEZ has submitted several comments, including those of a general and detailed nature. They cover, inter alia:

    • establishing rules of conduct in case of a dispute situation,
    • exploiting the potential of renewable sources on the sea,
    • developing solutions of regulations concerning the basic and acceptable functions for individual water bodies,
    • correlating the terms used in the regulation with existing definitions established under the Polish Act on Energy Law,
    • incorporating the strategic documents for the energy sector such as the state energy policy in the planning process.

    Amendments proposed by FNEZ adjust the draft version of the regulation to the conditions of the industry’s development and combine them with legal solutions established under the Polish Act on Maritime Areas.

    Conclusion of the communication and public education campaign for offshore wind farm Bałtyk Środkowy III

    The communication and public education campaign for offshore wind farm Bałtyk Środkowy III (OWF BSIII), conducted by the Foundation for Sustainable Energy, has reached the end. The campaign was intended to start social dialog about impacts and benefits of erecting the first offshore wind farm in Poland. The investment, of which Polenergia Sp. z o.o. is the investor, will consist of max. 120 wind turbines located 23 km of the coast of Poland. Total capacity of the wind farm will be 1,2 GW. The commissioning is planned for 2022.

    The communication and public education campaign for OWF BSIII involved following actions:

    • an analysis of local conditions of 11 coastal municipalities as the basis of the merits for the development of tools and scope of the campaign, and identifying the key organizations, institutions and opinion leaders in the region,
    • a knowledge and an art contest about offshore wind energy which was attended by over 300 pupils from 9 primary and secondary schools,
    • launching a website  www.baltyk3.pl, which is a source of comprehensive knowledge about investments,
    • consultation meetings with representatives of local authorities,
    • consultation meetings with representatives of fishermen,
    • information campaign in the local and regional media, which included publication of information materials and interviews with experts about the project OWF BSIII.

    The main aim of the campaign was to reach the widest possible range of stakeholders with information about the assumptions of the project, environmental studies and their results, potential impacts and benefits of the investment, as well as extend of knowledge about offshore wind energy. The direct meetings between investor and local authorities, fishermen and residents allowed to learn about the concerns and doubts regarding to the investment. The consultations also allowed to reach an agreement with fishing community and to include the offshore wind energy in the local development plan.

    Consultation meeting and open day in Łeba

    A consultation meeting with municipal councils and the investor – Polenergia Bałtyk III Sp. z o.o. regarding erection of offshore windfarm Bałtyk Środkowy III (OWF BSIII) in Polish exclusive economic zone was held in city of Łeba on 30th of November. It was the last one from the series of meetings that were a part of the communication and public education campaign for OFW BSIII carried by the Foundation for Sustainable Energy.

    Apart from consultation meetings, open days for the community were organised in the aforementioned municipalities during which representative of the investor answered questions of the residents.

    Baltic InteGrid project approved for financing

    The project „Integrated Baltic Offshore Wind Electricity Grid Development (Baltic InteGrid)”, initiated by the Foundation for Sustainable Energy has been approved for financing as one of 35 project in the first call of the INTERREG Baltic Sea Region Programme.

    The project consortium consists of 14 organisations from 8 countries from the Baltic Sea Region (Germany, Denmark, Sweden, Finland, Lithuania, Latvia, Estonia and Poland). Poland will be represented by the Foundation for Sustainable Energy together with the Maritime Institute in Gdańsk.


    The main objective of the project is to develop a concept of a Baltic Offshore Grid integrated with planned offshore wind farms, which will be based on detail analyses of spatial, market, political, regulatory, social, environmental and technical conditions.


    The project also foresees development of feasibility studies for selected parts of the Baltic Offshore Grid. One of the feasibility studies will include Polish maritime areas and planned marine transmission infrastructure which will be used to connect planned offshore wind farms and establish interconnections with Sweden, Denmark and/or Germany.

    Exhibitions on OWF Middle Baltic III (pl. MFW Bałtyk Środkowy III) installed in the coastal municipalities

    Exhibitions related to OWF Middle Baltic III  have been organized in Ustka, Łeba and Smołdzino. Their goal is to enable residents of the coastal municipalities the access to information about the planned investment and its potential impacts on the environment and society. Each exposition consists of 6 boards, which contain the most important information about the project broken down into the following thematic sections: information about the project, economic benefits, landscape and tourism, fisheries, environmental assessment, Natura 2000 sites and valuable species.
    To facilitate access to information about the project the exhibitions will be available to residents until the end of November in the following locations:
    •    Ustka – city hall of Ustka,
    •    Łeba – fisherman’s square
    •    Smołdzino – sidewalk by the municipal office of Smołdzino.
    The educational exhibitions are part of a campaign of education and social communication for the project OWF Middle Baltic III carried out by the Foundation for Sustainable Energy.

    FNEZ has consulted the offshore wind farm project “Bałtyk Środkowy III” with coastal municipal councils.

    During consultation meetings with municipal councils of Smoldzino (22nd of October), rural municipality of Ustka and city of Ustka (29th of October) representative of the investor – Polenergia Bałtyk III Sp. z o.o. has presented the assumptions for the planned offshore wind farm Middle Baltic III (pl. Bałtyk Środkowy III; OWF BSIII). Consultations were organized as part of the education and social communication campaign for the OWF BSIII conducted by the Foundation for Sustainable Energy (FNEZ).

    The main topics discussed during the debate were related to the scale of potential benefits to coastal municipalities and the impact of wind turbines on the landscape. Regarding the former, the investor pointed out that according to a macroeconomic analysis commissioned by Polenergia the development of OWE sector in Poland can bring significant profits to the coastal regions. It is estimated that with the development OWF at the level of 6 GW of installed capacity (according to the Polish offshore wind energy and maritime industry development programme elaborated by FNEZ such level is economically feasible by 2030), around 77,000 jobs will be created in Poland, including 10,500 in coastal regions. Approximately 1,300 people will be employed during the operational phase, which in the case of wind turbines at sea lasts about 25 years. Development of the offshore wind industry  will also provide added value to the Polish GDP in the order of 14.7 billion zł, of which approximately 50% (7.3 billion zł) to Pomeranian, and Westernpomeranian region. According to investor’s estimates, OWF BSIII alone, during the operational phase, will increase employment in the coastal region by about 260 jobs directly related to O&M of wind turbines, not to mention the indirect and induced jobs and economic benefits associated with related businesses (hotels, logistics, tourism, catering etc.)

    Referring to the concerns related to the impact on the landscape the investor pointed out that according to Polish law, wind turbines must be located at a minimum distance of 12 nautical miles (about 22.2 km) from the shore, thus protecting landscape heritage of coastal areas. The OWF BSIII is located about 23 km from the coastline, therefore the visibility of wind turbines from the mainland will be insignificant even in ideal weather conditions, which was confirmed by a series of visualizations available on the project website www.baltyk3.pl. The investor also underlined the experiences from the UK and Denmark, where the presence of offshore wind farms has not affected the tourism sector in a negative way, and even proved to be beneficial due to introduction of new tourist attractions (e.g. information centers, deep sea fishing, boat trips in the vicinity of the farm ).


    Apart from consultation meetings open days for the community were organized in the aforementioned municipalities during which representative of the investor answered questions of the residents.


    Last consultation meeting and open day for residents will be conducted in November this year in the municipality of Łeba.

    A summary of the consultation meetings with fishermen about the Offshore Wind Farm Bałtyk Środowy III

    The Foundation for Sustainable Energy (FNEZ) has finished a series of consultation meetings between fishermen from Darłowo (15.05.2015), Łeba (28.05.2015), Ustka (29.05.2015) and the investor – Polenergia Bałtyk III. The meetings were part of the communication and public education campaign for the Offshore Wind Farm Bałtyk Środkowy III (OFW BSIII). The investment will consist of max. 120 wind turbines located 23 km of the coast of Poland. Total capacity of the wind farm will be 1,2 GW.

    All the local fish producers groups, the ports authorities and the local authorities were invited to participate in the meetings. Meetings were attended by the investor – Polenergia Bałtyk III and experts from the National Marine Fisheries Research Institute, who were responsible for ichtiofauna monitoring and impact assessment of the investment on fish and fisheries. FNEZ was the organizer of the meetings and moderated the discussion.
    The main purpose of the meeting was to present the OFW BSIII project and results of an over-a-year-long environmental monitoring programme. An important target of the meetings was to learn about the concerns and an expectations of fishermen. The concerns were mainly related to the impact of the investment on regional industry, possibility of navigating through the wind farm area and possibility of fishing within the wind farm area. The investor declared that:


    •    the marine surveys and the environmental impact assessment indicated that the OFW BSIII will not cause significant negative impacts on fish at any stage of development (planning, construction, operation and decommissioning),
    •    the final decision about the possibility of navigating and fishing within the wind farm area will be made by the Maritime Office in Słupsk, however the investor will not file a request to restrict the navigation nor will he request to prohibit fishing within the wind farm area as long as the gear used is not a risk to the subsea cables,
    •    he is open to discuss compensation of loss caused by the wind farm, however such discussion can take place at a stage when all impacts and losses can be estimated in a manner acceptable by all parties.

    Apart from the impact of the project on fishing industry the impact on the local industry was also discussed. Based on foreign experience and the discussions of the investor with potential suppliers it can be assumed that 50% to 100% of component could be produced in factories located in Poland, depending on the size of the polish offshore wind farms market. The larger the market the higher share of components could be produced in Poland. What is more, operation of the OFW BSIII will also require the O&M facilities based on the infrastructure of the Polish ports, which will positively affect the local fishermen and create new jobs.

    Meeting between fishermen from Ustka i Łeba and the investor

    On May 28th, 2015 in Łeba and Maj 29th, 2015 in Ustka took place another of a series meetings between local fishermen and the investor – Polenergia Bałtyk III, who is planning to build the Offshore Wind Farm Bałtyk Środkowy III (MFW BSIII). The investment will consist of max. 120 wind turbines located 23 km far off the coast of Poland.

    Meetings were attended by representantive of: Foundation for Sustainable Energy (the organizer of meetings), the investor, experts from National Marine Fisheries Research Institute and the following local fishing groups in Ustka and Łeba:
    •        Zrzeszenie Rybaków Morskich – Organizacja Producentów,
    •        Stowarzyszenie „Łebscy Rybacy”,
    •        Grupa Wędkarska Łeba,
    •        Środkowopomorska Grupa Rybacka,
    •        Zarząd Portu Morskiego w Ustce,
    •        Krajowa Izba Producentów Ryb,
    •        Związek Rybaków Polskich.
    Meetings were an opportunity to present concerns and questions related to the MFW BSIII. Concerns of fishing groups mainly concentrated on the possibility of reducing fish populations which could affect the fishing industry. In addition the possibility of navigating through the wind farm area was discussed (the investor declared that he will not file a request to the authorities to restrict navigation through the wind farm area) and the impact of the investment on the regional industry.
    The conclusions from the meetings will be published shortly.

    Finals of a knowledge and an art contest about offshore wind energy

    On Monday 27th of April finals of a knowledge contest were organized whose theme was offshore wind energy. The contest was organized at the Primary School in Ustka and was accompanied by an exhibition of the best art works submitted by students of primary school in the art contest (Take a look at photos below!!)

     Level of knowledge, intelligence and very good preparation of all  contestants were a big surprise for the audience and jury. In finals contestants presented multimedia presentations and artworks, one of the pupils even sang a song about offshore wind turbines. Perhaps it will become a hymn of the first offshore wind farm in Poland 🙂 After presentations jury chose 3 best contestants who took part in the final quiz.
    Both knowledge and art contests were organized by the Foundation for Sustainable Energy and were part of a ongoing campaign of communication and public education for Offshore Wind Farm Bałtyk Środkowy III. The sponsor of awards were Polenergia Bałtyk III.
    The winners of the knowledge contest were:
    1st place – MARLENA SOŁTYSIŃSKA, the pupil of 6th grade of Primary School number 3 in Darłowo,
    2nd place – KARINA KRYSZAŁOWICZ, the pupil of 2nd grade of Scholl in Objazda,
    3rd place – JAKUB TRACZYK – the pupil of 5th grade of Primary School number 2 in Ustka.
    The winners of the art contest were:
    •    JAKUB MACIEJEWSKI, the pupil of 1st grade of Primary School in Łeba,
    •    AMELIA DUDUŚ,  the pupil of 2nd grade of Primary School number 2 in Ustka,
    •    JAKUB LISIAK,  the pupil of 1st grade of Primary School number 2 in Ustka,
    •    MARCIN SZCZEŚNIAK, the pupil of 2nd grade of Primary School number 2 in Ustka,
    •    OLIWIA BOCHNIAK, the pupil of 1st grade of Primary School number 2 in Ustka.
    The campaign of communication and public education for Offshore Wind Farm Bałtyk Środkowy III involves meetings with representatives of local authorities, fishermen and residents of the costal municipalities. Futhermore, a poster session will be organized showing information about the project. The campaign is intended to start social dialog about impacts and benefits of erecting the first offshore wind farms in Poland.

    Fishermen talk about first offshore wind farm in Poland with the investor

    On Friday (May 15th, 2015) the first of a series of meetings took place between local fishermen  and the investor – Polenergia Bałtyk III , who is planning to build the Offshore Wind Farm Bałtyk Środkowy III. The investment will consist of max. 120 wind turbines located 23 km of the coast of Poland. The meeting was moderated by the Foundation for Sustainable Energy which introduced an overview of the situation of offshore wind energy in Europe and Poland.
    The investor presented details of the project and experts from National Marine Fisheries Research Institute presented results of an over-a-year-long environmental monitoring programme for the project and the potential impacts on fish and fisheries.
    The meeting was attended by almost 20 representatives of the local fish producers group and the port authority in Darłowo, who had an opportunity to present their concerns, such as:
    •    possibility of navigating through the wind farm area,
    •    possibility of fishing within the wind farm area,
    •    the impact of investment on regional industry.
    The investor declared that he will not file a request to the authorities to restrict navigation through the wind farm area and fishing  but only using gear which will not be a risk to the subsea cables . The project is at an early stage of development and detailed agreements will be determined on a further stage, when all the impacts are known and can be monetized.
    Apart from the impact of the project on fishing industry the impact on the local industry was also discussed.  An example from France was presented where realization of offshore wind farm projects was directly connected with locating production facilities in this country. Such system could be transferred to Poland.

    Ministry of Infrastructure and Development is working to improve the act on marine areas in relation to offshore wind farms

    The senator Mr. Kazimierz Kleina made a statement during 74th Senate meeting on May 7th, 2015 in which he presented following questions:
    1)    What solutions to facilitate the construction of offshore wind farms and subsea cables have been included in the draft version of the act?
    2)    How does the act relate to the postulates of the offshore wind energy industry presented during the Offshore Conference “Development of coastal regions” and numerous letters and statements by the  representatives of the industry?

    In answer to the questions, Ms. Dorota Pyć – Undersecretary of State in the Ministry of Infrastructure and Development, responded that the Ministry is currently working on an amendment of the act on marine areas of the Republic of the Poland and Maritime Administration. The current draft version of the act extends the time the investor has from obtaining the location permit (PSZW) until obtaining the construction permit from 6 to 8 years with a possible extension to 10 years. At the same time the validity of PSZW for offshore wind farms has been increased from 30 to 35 years. In addition the amendment will allow for transfer of the rights deriving from licenses to other entities.
    These changes are in line with the postulates of the Foundation for Sustainable Energy (FNEZ) submitted during work on the Renewable Energy Sources Act and later during public consultation of the act on maritime areas of the Republic of Poland and Maritime Administration carried out by the Ministry of Infrastructure and Development.

    Baltic InteGrid approved for the second stage of evaulation!

    The project „Integrated Baltic Offshore Wind Electricity Grid Development (Baltic InteGrid)”, initiated by the Foundation for Sustainable Energy and submitted to the INTERREG Baltic Sea Region Programme, has been approved for the second stage of evaluation. At this stage the project consortium consisting of 14 organisations will develop a full proposal including detailed work plan, budget and distribution of tasks.

    The main objective of the project is to develop a concept of a Baltic Offshore Grid integrated with planned offshore wind farms. The project also foresees development of feasibility studies for selected parts of the Baltic grid (including Polish sea areas).

    The Baltic InteGrid project is one of 80 concept notes which were qualified to the second stage. Approximately 40 applications are to be financed by the programme in this call.

    The “Development of coastal areas” Offshore Conference, organised in Słupsk on 22-23 September 2014 is the most important economic, political and industry event dedicated to offshore wind energy in Poland in 2014.

    The Conference is a continuation of the previous editions of the following events:

    • The Ist and IInd Offshore Conference&Exhibition, organised in 2012 and 2013 in Sopot by Polish Wind Energy Association, and
    • The Ist “Offshore wind energy: the flywheel of industry and coastal areas development” Conference organised in 2013 in Słupsk by Foundation for Sustainable Energy.

    The combination of competence, experience and expert knowledge of PWEA and FNEZ meets the expectations of the offshore industry towards industry organisations concerning a joint and effective action to establish conditions for the development of offshore wind energy in Poland.

    A policy aimed at the development of offshore wind energy in the Polish maritime areas and the establishment of a strong supply, logistical and service base using the potential of the Polish maritime industry is conducted in Poland for 6 years. Provisions of the Energy Policy, the National Renewable Energy Action Plan as well as subsequent legal solutions step by step establish the conditions for the development of the first wind farms in the Polish Exclusive Economic Zone.

    The most important challenges the relevant authorities face today include the adoption of system solutions constituting the basis for the implementation of the first investments while ensuring a link between the support scheme for offshore wind farms and mechanisms bringing benefits for the Polish economy, in particular in coastal areas. The most important task for the investors and developers is to prepare the first projects, whereas for the offshore industry – to establish a national supply chain and logistical and service base for cost-efficient construction of such projects.

    During the Conference, together with representatives of the government, the Parliament, self-governmental authorities, the national and foreign offshore industry as well as many experts we will attempt to answer, among others, the following questions:

    • How to organise the Polish offshore wind energy industry to ensure its cost-reasonable development with maximum economic benefits, in particular for the coastal areas?
    • When the first offshore wind farms will be built in Polish maritime areas?
    • What investments will be made in the Polish maritime industry and ports and when?
    • What system and organisational solutions will be implemented soon to ensure proper conditions for the construction of the first projects?
    • What foreign experience we may use in Poland to minimise risk and investment costs and to optimise benefits?

    The Windforce Baltic Sea conference in Gdańsk

    On 5-6 of February FNEZ took part in the Windforce Baltic Sea conference in Gdańsk. In the session Poland in Focus FNEZ presented the legal outlook for offshore wind energy in Poland, including current and future support schemes, and the joint position statement of over 20 representatives of offshore wind industry in Poland, including key ivestors, producers, networking organizations, research institutions etc. The aim of the position statement is to open a dialogue with the government regarding more prominent introduction of offshore wind energy into Polish strategic documents and providing legal provisions for long term development of this technology in Poland, linked with the development of domestic industry. The position statement will be delivered to key governmental representatives in the coming days.
    The Poland in Focus session also involved presentations on current state of development of offshore wind project in Polish marine areas given by: Polenergia, Generpol and Baltex.

    Foundation for Sustainable Energy undertakes the project Baltic InteGrid

    Analysis of current trends and recommendations in Europe and the world of support systems for RES

    According to the ongoing works on the creation of a legal framework for the support system for renewable energy sources in Poland, based on auction system, Foundation for Sustainable Energy conducted an analysis of current trends and recommendations in Europe and the world of support systems for RES in 13 countries ie: Denmark, France, Netherlands, Ireland, Lithuania, Latvia, Portugal, Great Britain, Italy, China, India, Argentina and Brazil.

    Amendments proposed by FNEZ to the draft RES Act v 4.0

    On 13 November 2013, the Ministry of Economy made available to the public the draft RES Act and forwarded it for public consultation. As a part of this procedure, Foundation for Sustainable Energy prepared a position statement on the impact of proposals on the development of offshore wind energy sector in Poland.

    The Foundation prepared and handed over to the Chancellery of the Prime Minister, Ministry of Economy and members of the Polish Parliament a position statement on the model of the optimal energy mix for Poland until 2060.

    FNEZ participating in a workshop in Hamburg

    On October 21, 2013 Justyna Biegaj, Board Member of FNEZ, participated in workshop on offshore wind energy in Poland. The event took place in Hamburg and was organised on behalf of the German Federal Ministry of Economics and Technologies’ Renewable Energy Export Initiative.

    During the panel discussion devoted to recent developments and outlook for wind energy in Poland, Justyna Biegaj discussed issues surrounding the licensing procedure for offshore wind parks and presented “Polish offshore wind energy and maritime industry development programme”, prepared by Foundation for Sustainable Energy.

    The aim of the event was to inform German entrepreneurs about potentials and perspectives for offshore wind power in Poland.

    8th Energy Forum – FNEZ institutional partner

    The current situation in Europe can be described as an “energy paradox”. Economic slowdown and growth of both energy consumption and share of bio-fuels in the energy balance revealed a need for urgent reforms of the EU energy system. At present, some assumptions of the so-called road map are in contradiction to the rules of market competition. One ought to notice a significant share of the foreign companies and institutions’ representatives within the energy sector. This vital factor makes the Energy Forum unique and also raises the importance of this event as one of the most important thematic event in our region. During the Energy Forum crucial statements are to be presented concerning the development of the energy sector, new investments’ initiatives are to emerge and, last but not least, it’s a great place for networking.
